Humphrey Fellowship Program
The Hubert H. Humphrey Fellowship Program, also administered
by the U.S. Department of State, provides opportunities for
a year of study in the United States for accomplished mid-level
professionals from developing countries around the world.
The Humphrey Program awards fellowships competitively in the
fields of natural resources and environmental management;
public policy analysis and administration; law and human rights;
finance and banking; economic development; agricultural development/
economics; human resource management; urban and regional planning;
public health policy and management; technology policy and
management; educational planning; communications/journalism;
and drug abuse epidemiology, education, treatment, and prevention.
Fulbright Commissions, U.S. embassies, and binational centers
nominate candidates. The Institute of International Education
(IIE) reviews nominations with the assistance of independent
selection committees and makes recommendations to the J. William
Fulbright Foreign Scholarship Board, which approves final
selections and awards fellowships.
In contrast to many fellowship opportunities, the Humphrey
Program does not have as its goal the attainment of a degree.
Rather, in cooperation with Humphrey Program coordinators
on college and university campuses, fellows devise individually
tailored plans for their one-year program, combining academic
work with professional development and internship activities.
